ECOPETROL and Reficar Execute Nation Agreement for 2025 FEPC Payment

Ecopetrol S.A. and Refinería de Cartagena S.A.S. have entered into a payment agreement with the Government of Colombia regarding the outstanding balance of the Fuel Price Stabilization Fund (FEPC) for the first quarter of 2025. The Ministry of Mines and Energy ordered the payment of a total of COP 1.6 trillion, with COP 1.2 trillion attributable to Ecopetrol S.A. and COP 0.4 trillion to Refinería de Cartagena S.A.S. The payment will be made in two tranches: a cash transfer of approximately COP 2.89 billion on April 1, 2026, and a payment of approximately COP 1.56 trillion in Treasury Securities (TES) on December 15, 2026. The agreement acknowledges the cost associated with the time elapsed between the agreement execution and the December 2026 payment, and confirms the Nation's acknowledgment of its payment obligation. Ecopetrol Group continues to coordinate with relevant ministries to manage FEPC balances.
